Not as easy as it may sound. Plenty of writers are first-timers so the first girl they create is also the worst because they get better as they go along.

Beyond, they also want to appeal to as big an audience (so their manga can keep being serialized) as possible so they make the first girl inoffensive. That also means she's going to be a bland stereotype.

Best Girls are thus doomed to almost never win.
