Most of Harley's original fans didn't care about the tragedy of her origin story and most of her fangirls actively dislike the tragedy of her origin story. She caught on because her characterization stood out among Bat-villains, she was heavily used in a highly popular tv show that aired during many people's childhoods, and, perhaps most pertinent to her success, she was heavily focused in a major video game franchise. Harley was a c-lister before Arkham Asylum.

The idea of her getting redeemed and going around in Superman Blue's costume was the best thing to happen to the character since she was inducted into the DC universe proper, shame it's no longer canon. I like the concept idea of Livewire being super-wet for Clark Kent because he wrote a sympathetic article on her after her transformation and he appeals to the failed journalist in her as a shining example of the profession. By contrast she thinks Superman's just a blowhard phony and she dismisses Lois as his number 1 fangirl. Reverse of the usual Lois-Clark-Superman dynamic for a villain.
