Possible in-world reasons:
Technology develops in weird ways. The Chinese invented gunpowder but didn't get the mix right and weaponize it for centuries. The Romans invented a steam engine but never developed it beyond a novelty. Incas had wheels for toys but not wagons.
Chemistry doesn't work quite the same way. Since it's not OUR Earth the different chemicals and compounds don't allow for gun powder. They had blasting gel which might be as close as they can get.
Japan banned firearms during the Shogun era so perhaps the Fire Lord suppressed all knowledge and research into gunpowder out of fear of equalizing power between Fire Benders and normal people.

Real World reasons:
Can't have guns in a kids cartoon. Especially one set during a war where they would absolutely be used.
It guess they could have designed a weapon that is functionally a gun but looked substantially different. Maybe something like fire lances or fire arrows with an ornate dragon on the front of the barrel.

I would argue with this. Despite being short-ranged, firebending does have the huge advantage of not requiring ammo or any other infrastructure, it never jams, and it is perfectly concealed all the time. It can be also used to create cover, to stun opponents, to attack multiple opponents at the same time, and to power equipment. With firebending you can cut out a lot of gear (the ones that produce fire, heat, or light) thus cut bulk and weight and increase mission mobility and endurance.

With the sniper rifle, you can take out guys from afar. Doh. Have fun carrying around that thing.

Early guns would also be the ones where you end up with tons of gunpowder everywhere. Muzzle loading by pouring in gunpowder from something like a powder horn was already dangerous enough that contributed to the trend of volley-fire tactics. That way you wouldn't end up accidentally blowing up the guy next to you just because you fired while he was in the process of reloading. If you then have a world where the main military power is flinging fire everywhere all the time, and early gunpowder weapons start to look more like a hindrance than a help.

Weapons and their related martial arts can help a bender be better at bending from an exercise stand point and with Earth and Water bending you may not always have the element on hand (or in water's case not everyone is on Katara's level where they can pull it out of the atmosphere.)

Also, while guns in this setting are more of a liability due to how gunpowder would have to be developed versus the entire fucking army of people with flame powers, a heavily armed cadre of goons with spears and swords and bows are still effective in use if you have large swaths of non-benders to pacify and so many benders on hand.

It was down to metallurgy, agriculture, and philosophy which contributed to a lack of economic incentive.. The ""engine"" that the romans had was a ball filled with water with 2 angled tubes coming out on opposite ends... this would spin as it was put over a fire.. it was incredibly crude and borderline useless for any meaningful "work", only showing the "principle" of steam power. (at least in contrast to actually useful piston-pushing steam-power that would develop in the 18th century and be perfected in the 19th century).

The metallurgical skills of the romans and the greeks were also probably not up to the task, at least on any meaningful level (you could get a very skilled artisan to do it but the demands for quality control would likely be too hard for those iron-age smiths)

The Chinese as far as I'm aware relied a lot more on crossbows and footbows..
The Mongols (Yaun Dynasty) were the first to really refine it into cannons, and spread it to the arabs and Turks who spread it to Europe.

The Chinese also used "fire lances" as basically a flamethrower. (model-rocket engine at the end of a stick, you light it it shoots a jet of flame at whatever you might be pointing at, gradually over time these evolved into the "Hand Gonne's" of the Medieval period which evolved into more familiar small-arms.

Because the setting has: steam engines, advanced metallurgy, airships, fireworks, explosives, and this is all BEFORE the 70 time skip where every technology advanced ridiculously fast. I'm unconvinced. The reason that, in the real world, guns supplanted a skilled warrior elite is simply that gunmen are easier to produce than knights. A knight (or bender) would have to train their entire life to be effective, which seriously limits the size of your fighting force. On the other hand, guns allow you to go grab the local peasantry, drill them for a few weeks, just enough to stand in a line and fire on command, and field a much larger force. So, even though a skilled bender would beat a singular conscript, an army using guns and benders would be much larger than an army using only benders.

Also, at multiple points in the series (namely the chi-blockers), non benders were able to fight benders, not necessarily on even footing, but still effectively. Putting firearms in the hands of such skilled non benders would only help even the odds.
