Rudy's too close to the drones, he would've noticd if the robots were operating even a little off from spec. The re-animen, however, aren't part of the new military doctrine so Sinclair can move resources around with less oversight. and the White Room was used in conjunction with the Reanimen before.
Sinclair's redemption arc is coming along fine.

Honestly, I think his "I want to run the world" could have been changed to "I want to run the world's defenses". He didn't need to turn on his friends, he could have just talked to Cecil about potentially replacing local law enforcement (with appropriate permission) so that he could be the first line of defense.

Not everything would have been fixed, of course, but at least issues like borders, illegal commerce, and use of force would have been solved.

Could be that Rex knew some of the people he's putting away may be necessary later for extraterritorial threats, like either extraterrestrial (Viltrumites) or extradimensional (Chronodile). It's not like the Brit can be executed, and even if the Immortal was cremated he won't be released from his curse so he'd come back eventually.

You said it yourself. When Cecil realized Rudy, not Rex but RUDOLPH THE RED FACED ROBOT REICH, had been up to something for 5 months. Why should he blindly trust him? When they were cooperating Cecil had no issues, but if Rudy was pulling a Dinosaurus Cecil couldn't just sit there and let it happen again. Because as you remember the last time just left it unaddressed a lot of people died.

It would be insane for Cecil to just shrug about the news Mark was giving him, especially since Witness and Evidence Numero Uno of Rudy's pending world domination scheme was standing right in front of Cecil telling him how Rudy had abandoned him to another dimension and lied about it instead of being straight with Cecil.

cecil steadman, and everyone under him who knew how he operated, commited numerours atrocities to "keep the world safe" or rather prevent specific social circumstances unfolding and forcing violent change, yet was perfectly willing to use violence against that change, or even employ those who were once agents of that change.

Rudy/Robot's means were the same.

There aims however were different. Cecil wanted things to continue roughly as they were, and develop based on the powers and wills of those who could control goverments, not ruling the world OR really preventing it from harm, only stopping things that could potentially destroy it and the consequences be damned.

Rudy/Robot wanted to enact his specific utopian ideals. As far as we can tell this does not yet extend to the genocide or mass population control he enacted in the other universe, but we dont know. It appears to be an extension of a modern information state to an nth degree, except with an infinitely powerful "uncoruptable" robot police force in his robot army.

A Viltrumite has most of what Battle Beast does plus the ability to fly, Battle Beast for whatever reason didn't bring a jetpack so Thragg was actually slapping and punching him around the planet for most of the fight. Though in Battle Beast's defense whenever Thragg got close for too long he'd sink his teeth or claws into him to make him regret it.

What pisses me off overall with how Robot handles all this is that with all his intellect and knowledge, he still tried to murder or lock away all the super-heroes. Who are people he knew, and who would have, at least for some of them, understood his goals. With the technology he has, he could have even tried to talk about his master plan with Mark instead of stranding him in another dimension and only used his anti-viltrumite weapon in case things went south. Same with everyone else really, he had the means to explain the situation, just what he does after everyone escapes actually. So why not do it before? Why not try to do it the peaceful way from the start instead of murdering a bunch of supes who weren't remotely a threat to his robot army? Stupid plot.
