Recently got an app called Jiggle HD. Lets you add jiggle physics with a simple tool.
I'm interested in learning more about animation; making images blink, or hair sway.
What sorts of tools do you use? Any resources you recommend I read about this?

Also, taking requests (so I have something to do during church)
Vector images or solid-colored background images are easiest to animate, so they'll get priority.

Even a gif converted to webm would still be much better because gifs play like shit, take 10x more space and need to be fully loaded to work properly.

If you are interested in animating images from scratch, Photoshop and After Effects are your go-to.
I would recommend a free alt to AE but I'm not aware of anything that can replace the tools you would use.
Once you separate the image into layers (background, body, etc) in PS, look into making seamless loops and how to use the puppet-pin tools in AE.
I don't think there's a direct webm export in AE, but you can probably throw an exported avi or mp4 into ffmpeg to get a webm with pretty good quality.
