You can do it with whatever programming language you like. You just need a library to make drawings.
First you need to define the process to create a set of data, and then the process to visualize that data.
One common way to start is using Processing: https://processing.org/
If you're familiar with JavaScript, you can use p5js, developed by the same guys behind processing.

But really, you can do it with almost any language.
