These exaggerated expressions like >3970010 or that faux Disney/anime mix like OP give me a feeling like uncanny valley, they look insincere and they always look the same across artists. I feel they are just thinking "squash and stretch!" or "this is cute/appealing so it's good!" without really thinking about communicating something so the expressions look about as authentic as emoticons. It's ok if you're doing Bugs Bunny but if you want your characters to actually emote you can't crank it to 11 all the time.
Manga/anime too tends to range between a bunch of default serious faces and ultra hammy, only a few people like Miyazaki actually care about subtlety. Even the Yoshinari stuff posted here is amazing and I love him but it's mostly serious anime faces that don't really say anything. Anime most of the time is so minimalistic that they strip down expressive elements like the lips, and they just put a shitton of detail in the eyes, so every expression becomes an eye expression and mouth expressions are emoji tier.
I'm incredibly picky though.

Nothing wrong with being picky anon, but you shouldn't generalize an entire nation of art into "anime" when the variety is massive
Using phrases like "tend to" or "usually" allows you, perhaps without knowing, to dismiss any counter-examples as "unusual". I can tell you that just because you haven't seen them, or looked for them beyond WSJ, doesn't mean they're not there or there isn't a ton of them

Humans are basically trained to notice abnormal eye gaps. 1 eye length gap is avg. Slightly more or less can be ok and models are usually within this range. 1.5 or .5 is freak territory though.

Japanese animation in general lacks heavily in facial expression variety and body language. This is most visible in dialogue heavy slice of life anime when two characters are conversing.

Watch people conversing in life. Not much action or diverse expression in general. Western animation tends to have characters in a contentious moving gesture which can be odd depending on level of realism. Mike Judge moved away from it for more of a natural conversation for Beavis and Butthead and King of the hill. Japanese stuff tends to be less dynamic as well but it could be partially to save money.

Do you speak with robots? There are so many facial expressions, eye movements, posture changes and hand movements in your average conversation that even hoping to animate that level of detail would be impossible without rotoscope or mocap.

Or well heres a more focused example of what I mean. Its usually not as strong on Goku because his expressions tend to be softer. Most of the characters have it to some extent. A lot of the non human characters seem to just have this default eye shape. Vegeta and the others have been drawn with softer, more emotive expressions but thats usually only when they're in some form of shock or doing a gag.
A lot of characters seem to just have this permanent scowl thing going on in Z and I cannot imitate it correctly to this day.
