There is no way that either of them does not have the self control to avoid actually physically fighting the other, they would take less violent means to settle their dispute - one does not live to their age without learning to do so.

Anyway, while Yukari isn't as omnipotent as people make her out to be, I think her versitility would put her out on top over Yuuka's "just shoot it until it dies" fighting style, whether it be in a Spell Card Duel or a legit fight. Of course, either party can win either type of fight against the other, but I would put the odds in Yukari's favor.

Supposedly, this comes from Zun saying that the girls themselves were the flowers in AoCF, while using the same kanji that he uses to write Yuuka's ability.
By established canon, abilities can be stretched to conceptual connections, which as a result of that connection being established in canon would put literally everyone under the effects of Yuuka's ability - to make flowers bloom or wither (manipulation of flowers).
Essentially, the theory is that Yuuka's ability acts something like the Captain America supersoldier serum and its exact opposite: to lift something to its highest state or to force something to it's lowest state.
It sounds insane and pedantic, but this is the same series where 'the ability to float' somehow means 'the ability to float outside of reality'.
eg, it's all insane wankery anyway, people are having fun.

This actually hasn't been confirmed.
The place that Zun supposedly said that was mistranslated, what he was actually saying was that Hecatia was supposed to be the hardest boss fight yet in a gameplay sense, not that she was the strongest character.
As we know, gameplay and story segregation is in full effect in Touhou.
But, again, it's all wankery.

But I may as well engage in that wankery because it's a slow day and I'm bored.
According to Zun, Ancient Youkai (such as Yuuka/Yukari) don't pick fights they can't win.
Yukari actively fled from fighting Shiki Eiki.
Yuuka actively picked a fight with Shiki Eiki.
So, while it's unknown where Yuuka stands against Hecatia, she's probably more powerful than Yukari.
Of course, what if she just underestimated her potential opponent?
Well, that's simple: if she was the type to do that, she wouldn't still be alive. Being an excellent judge of power and danger is a prerequisite to living that long.

That's a mostly fair observation. I do recall now the wanking that people were doing over Yuuka's powers, but I'd also like to point out that ZUN has said himself that Yuuka's power is useless in combat, contradicting this theory.
As well, you can't really consider Yuuka's aggressiveness a show of strength because the battle was fought within spellcard rules, which are designed in a way that anyone can win.
The truth of the matter is that we really don't have enough info to classify Yuuka's relative strength, as it's purposfully left vague. Allwe can say for sure is that she is strong.

He has contradicted himself numerous times on that element, going from 'it's useless' to 'she doesn't use it because she doesn't need it' to everywhere in-between.
I think his most recent stance was from that recent magazine article which has it as the latter, combined with 'it's more of a secondary thing to her', which draws comparisons to the time he implied she doesn't even like her power.
My honest suspicion is that he just doesn't want to give too much away, and generally speaks within the limitations of information already confirmed in canon. He has at times alluded that he actually knows the general idea of how he wants to overarching story of Touhou to go and has known for 'years and years'.
But that's just one anon's theory.

I refer again to the article. The terminology he used suggested that Yuuka was confident that she could literally murder Shiki Eiki and get away with it.

Completely agree here. We know essentially nothing about Windows Yuuka, and Zun isn't talking for reasons (he'll change the subject if you bring up Yuuka with him).

In AFiEU, as part of her interview with Aya, she alluded to multiple 'Gods/Goddesses' of Hell, each considered to have 'limitless power' or something to that effect.
She went on to explain that she's not even a proper Goddess, it's just that Hell calls anyone that reaches that point to be Gods/Goddesses.

Hecate is a Greek goddess residing in the underworld. The implication is that Hecatia is considered a "god" because Greek gods are basically just a kind of powerful being. So naturally if ZUN would throw in more Greek gods, they would follow similarly to Hecatia.

'Life and Death' has a border that can be manipulated, because it is an either or. ZUN said 幻想郷とか月の都とかいうレベルを完全に超えている, and that is very much not in a gameplay sense.

Context established the subject (the 'it') as the battle with Hecatia, in the sense of difficulty, which suggests gameplay.
If he was talking directly about Hecatia, he probably would have chosen any of the dozen of other more direct ways of saying something ambiguous in that regard which has a more clear meaning in regards to gameplay.

Hecatia isn't even the hardest boss in her own game, gameplay wise.
Also, why would he talk about the Lunar Capital? The only person fought there in the games was Sagume, who was a basic stage 4 boss. No, the Eientei group does not count. It makes much more sense for that statement to be say that she's above the cheat-like Yorihime and Toyohime. as well as Sagume.

I don't think that's the same kind of "immortal". If you destroy a specific youkai, or it dies of old age, that youkai is not coming back (unless it has its own weird abilities, such as the enenra needing to be sealed rather than exterminated). Yes, the "idea" of youkai will allow that species to always exist and not experience true death, but if someone killed Yukari or she just died, that'd be it (and I don't see how her abilities would serve any purpose once she's dead). This has been brought up a lot and so has many examples, but one that comes to my mind is Eiki basically implying that Yuuka better either fucking die or get off her lazy ass and scare humans, because she's lived way too long and is screwing with the natural order of things.

Side note: even Lunarians aren't immortal. They can be killed and even have a lifespan. Their lifespans are inconceivably long, but in CiLR one of them moonbitch sister's talks about how even their lives won't last forever.
