I have been working on a game concept. set in The Soviet Union during the 80's, you are a mercenary able to work for the kgb, cia, mafia, and rogue generals.

The nagant revolvers should probably do the same if not a hair less damage than the mak. The bullet is not horrible mind you but actually slower and lighter than a 9x18.
Also why so many barrel options, if anything make two pistols, suppressed and normal. Your gonna bog down the game before it even gets going if you waste time on so many assets and art pieces. Ask yourself does have 4 barrel lengths add any amount of fun or useful features to your game?
What engine are you planning to use?

Unless you hit a non vital part, damage is mostly a myth. Program so that all heart/lung/head shots are instakills and then it would be better

Gameplay is loosely based on the first mercenaries games with elements of fallout nv survival mode. Nailing out a hard concept is the harddest part. I had to nail down a time in history that would have enough of the realistic gunplay and spy elements. Ive never been a huge fan of fantasy shooters. For research I actually own every fps foe ps2 and now that 360 is dead im collecting all the fps for it as well.

FFS, your 9x18mm "damage" is obviously from STALKER instead of actual ballistic performance and how even a single shot can fuck someone up.

If you wanted to do a "realistic" shooter, your non-Magnum rounds would be just as deadly as each other.

The guns and gun stats would be about things like time to draw from holster, trigger control, and ablity to line up iron sights before shooting if you wanted it to be realistic. Instead, it's the same stuff you'd see in a video game like guns were magic swords or something.

When I play Fallout New Vegas as my badass cowboy ranger it takes at least 10 chest shots from a .44 Magnum revolver to down a chameleon the size of a black bear. I think that's realistic.

FFS, you seem to think a Nagant Revolver has better "accuracy" than a TT-33 or Makarov. Have you ever heard of the Nagant's atrocious DA trigger pull and mediocre SA trigger pull? I'm guesing you think it's accurate because it's a revolver and revolvers are always laser-accurate murder machines in vidya.

Well, at the moment we have a setting and some rough gun stats. I recommend you do more research, look at simmilar games to what you want to make, mechanics they do well or you would want to include, (e.g Escape from tarkov, DayZ, and other games) but remmember, less is more, it is better to have few well done mechanics then have loads of 'cool' mechanics that are ok. Write a little description about the setting, factions, areas, guns and what not just to keep you grounded, make some concept art of assets, just put down your imagination of paper and think how you could develop it, make it look good for potential customers. Make a checklist of all the features you want and then break down all the individual features into their individual components that you can develop. unless you have a developtment team, keep it small, I recommend unity as it is great if used well, prototype with some mechanics, movement, aiming etc. Remmember that you can't be good at everything, if you suck at art or programming get someone else to do it for you. Is this your first game or do you have any programming knowledge?

dont limit it to just russian weapons. If youre dealing with CIA spooks they had a lot of early operator gear like HK sub machine guns, custom smith autos and the like. Theres alos classic weapons like the 1911, tommy gun, walther ppk, CZ pistols and rifles ect. Incorporate old with new and put them with the right people selectivity

I agree. Put a bigger emphasis on armor/gear and tactics as opposed to some arbitrary weapon damage number like all other games. Being that you have a noise variable for each weapon, I assume that stealth is a priority in your game.

Then again, it depends on what you're going for. If it's a CoD clone, do what you want. If you're trying to be unique, play into the stealth and tactics aspects like in the ghost recon series.

Realistic "damage' goes both ways. Shooting an enemy in the arm might affect their ability to hold up a rifle so they switch to their pistol or try to hide from you, but in fairness your player dies on a hit to the vitals as well.

I had intentions of making it dark-souls esqe in the sense that you die, you start at the beginning.... but worried about that driving away fan base. Its one thing for games ljke dark souls to be that intense when their bosses are able to be beaten with timed moves. Much more difficult for a single player to defeat an 8 man fire team with no predictability

Work on the actual gameplay mechanics above all, and get a tech demo ready. Cool spy shit doesn't matter if the game is broken as fuck. Basically, hammer out a rough copy of the game, story included, with very basic assets, that way even if you can't make it as pretty as you want later, you still have a cool, functional game to peddle.

You may want to try out shooting a gun for yourself. You can go into theory all you want, but having any kind of experience is better than none. You don't even need to buy a gun or get a license, just sign up for a class and fire off a couple of shots just to get to see how a gun feels in person.

T.BH you're never going to be able to actually replicate how it feels when shooting a gun in a video game. Games capture very little of what it's like to actually shoot one. It took the advent of modern VR to finally being able to somewhat simulate the most fundamental parts of shooting IRL: the trigger.
