What about adding Unit 3 and giving it the ECM gimmick as an attack or passive from movie 2? Having bud pilot was written somewhere as being a result of the control cabin being too small, that or bud being amazing.
And the 'impractical bullshit' allowed the Labor to flee or come from the sea, so it did work. If we had military mech we would eventually make one amphibious.

Considering that the Griffon humiliated the Patlabor supposed to replace the AV-98 Ingram you can wonder if it really was necessary.
I know that the way he defeat them differ between anime and manga.
Anime: we know the deal, avoiding collateral damage made it self-harm or slow

I started trying to come up with Police style giant robots... unintentionally made them pretty much a duplicate of Patlabor's concept...

They've got a shockstick for melee but instead of a revolver their main weapon at range is more like a taser, its a spike on a cable with the launcher built-into the arm that shoots out and penetrates the worker bots internals to disable it with an electrical jolt.

There's also smaller (closer to man-sized) power-loader style police mechs that are both meant to be used against rogue power-loader units and fill other roles such as assisting in riots with gear like tear-gas launchers etc (machines of this type would also see use by other organisations like fire fighters equipped with gear for controlling blazes)

The problem is that Patlabor are doing the job of the SWAT, they exist for intervention against heavily armed outlaw or terrorist equipped with military weapon and are trained to minimize civilian casualty.

Realistically any search and rescue would be done by...well fireman and rescues with their own labor built to protect against fire and operate in water.
While intervention against mech (especially any military ones whose armor resisted the revolver cannon) would have been dealt with by "SWAT" labor based on the HELLDIVER, not the police one.

But that's still stretching it. I think that realistically they would ditch the Police & SWAT labor and only use Helldiver with a different loadout against any runaway labor. They can't possibly intervene often enough that their job can't be taken over as a training for military force.
It also assume that basic regulation didn't force every labor company to have build in remote emergency shutdown
