Around here, coach-type buses have mandatory seatbelts and don't allow standing passengers. Regular buses that do allow standing passengers are at all times limited to 60 km/h.

Because impossible to enforce. Also standing in a bus wouldn't be possible anymore which decreases the amount of passengers which costs the bus companies money.

Trains don't need them really.

Probably cheaper to just do the once-in-a-blue-moon insurance payout vs the mass cost of installing the hardware that virtually no one will use.
