Assuming a large bear like a brown/grizzly, my guess would be that a good spray might beat everything short of .50BMG in aversion (ie psychological/behavioral impact: how likely the bear is to abandon whatever it's doing and try to run to safety), thanks to bears being well-prepared for physical injury (especially when they're hormonally pumped and expecting it, like during an attack) but much less so for chemical warfare.
Then taking into account likelihood of incapacitation (ie physiological impact: chance the bear will be physically unable to continue its behavior), i'd guess it would land significantly above 9mm but somewhere below 44/.50.
This is the kind of thing that definitely needs to be studied in vivo. Maybe russians with no ethics panels could do it.

Also i wonder if some crazy bastard somewhere has put together a functional bear taser. Not practical since it'd have to be well into heavy rifle size, but interesting to think about.

Not many evey heard about bear spray here, although it is quite available at local outdoor stores. Getting a gun is a terrifying pain in the ass, cause one has to prove mental health to get a license and obligatorily own a hunter's ticket to be allowed into the woods with it (if you do not want to be considered a poacher, of course, and be fucked in your stupid ass by the gamekeeper).

The locals scare bears away with pyrotechnical fusees or try to avoid possible places of meeting bears (like raspberry bush thickets, for example).

There is quite an unpleasant and harmful "Tradition" amongst middle-aged and elderly Russian hunters to "warm yer blood up" before hunting with a couple shots of vodka or cognac. The young and responsible hunters do understand that alcohol and firearms are two mutually exclusive things, but the older ones tend to give zero fucks, so they are often found dead in the woods, either shot by other drunken idiots, or ripped apart by bears (or wild boars).

If you are a tourist, then avoid going to the wood thicket without proper equipment. If you are a hunter, be sober and have proper slugs for your shotgun. Do care. That is a proper advise for survival in the woods of the Urals.

Literally look up any forum, any pepper spray reaction vid, actually have friends, youll find the same thing, some people can literally die from it, and some just arent bothered.
