googling here, googling there, turns out teaching English is way in demand here, living expenses are cheap, easy to find a job here and Shanghai is a nice and very modern city ect ect

Basically, it was a relationship where the campaign organizers for people within their congressional caucus would work to support local candidates and vice versa.
