The fcc can fine for those two channels. Is the ssid public because it needs to be a accessible on consumer mobile devices? Does the ssid change because you don't want the owner of said mobile device being found and traced back to the location? What can you do in 5 minutes connected to a random WiFi network that changes its name rapidly? Do you run an app on your smartphone that runs the same algorithm as the name changing router and aquire a piece of information functioning somewhat time a dead drop? Why do you even need to go to that location when you can use modern day encryption? And finally assuming it isn't for illegal use, for legal use would there need for 14 ssids.
