They were sent into one overcrowded pen by the police and prevented from entering the ones with space. Those at the back had no knowledge that a crush was occurring because, uh, they couldn't see. Further, it was found that hardly any fans didn't have tickets, and that they weren't overly drunk or disorderly. It could literally have happened to any well supported team and almost did the year before.

I'd encourage everyone to watch either the ESPN or the BBC documentary on this. The fans were killed by negligent police officers who hated working class people, especially football fans.
