I don't. In good neighborhoods violence is less of a problem but it's still there. You still need to be careful when walking around, you might run into some street kids who will rob you at gunpoint. You see problem is we got something similar like that germany. We call them somehing like uncategorised youth. Estimates state that there are about 1000 in every city. Thing is though, imagine how chaotic this must be in a favela in brazil. You also have probably lots of illegals, people that don't deal with the government, who refuse that "bolsa familia," criminals and so on. This is one of the major problems of such huge ghettos, you simply lose control over the situation and informations are limited, especially if there are forces like gangs working against you.

Living in a favela isn't like living in a refugee ghetto, it's a cheap neighbourhood not a place for refuge, people usually live in favelas but work in the city centers.
Favelas aren't pure chaos. Some of them are controlled by criminals, but that doesn't mean it's a land of anarchy with gang wars in every corner. Criminals like to keep their streets clean.
We don't have a lot of illegals. Most people from the neighbouring countries would rather go to Argentina, in Venezuela's case, Colombia.

They work, go to school, have hobbies, etc, they're just poor and can't afford to live in a better neighborhood.
