Slingshot AI is a good example. The game cheats by making it so that the identical cars/characters the player can use suddenly drive faster.
Regular difficulty would be the AI being smart enough to out-drive you, artificial difficulty is the slingshot.

Cuphead has no artificial difficulty because that's not what RNG is and the game plays by the rules it establishes in the tutorial.

If a pink object wasn't able to be parry slapped, this would be artificial difficulty because the game lied about an established rule with no possible forewarning just to make something harder on the player, which would be retarded so they didn't do it.

Dobson is a shitnigger who can't play games to save his life, but any game where the AI can break the rules of the game to beat you is bullshit. I remember playing C&C95 and the fact that the enemy could still rebuild turrets and troops despite them having no money because you destroyed their income was the most infuriating thing.

Any game that does that is badly designed. AI should be capable of beating you under their own rules. Anything else is just laziness by the developer.

I'm a different guy. I never said it was "artificial". I'm saying that it doesn't feel fair when a competing AI, who supposedly has the same tools at their disposal that you do, is suddenly capable of actions you can't possibly do.

This applies more to games like fighting or strategy games, where competitors are supposed to have roughly the same tools at their disposal. Games in which you're facing bosses who are completely different to you, then there can be no real "artificial difficulty" because the boss can do whatever it wants. If it wants to shoot fifty million rockets at me, it can, as long as I can evade it.

If I'm sending my mammoth tanks versus my opponents mammoth tanks and his ones suddenly get lasers where mine don't, I feel cheated.

It's perfectly fine for enemies to follow different rules, but if the game has told you what those rules are then arbitrarily breaking them can be artificially difficult.
I'm talking dirty shit, like jumping on a regular goomba now kills you with 0 indication that this goomba was different from any other.

It's not that sinister usually. Devs use it as a tool to increase difficulty rarely, softly, and discretely.

And what I am telling you is that it's a hypothetical which doesn't apply outside of single player modes in multiplayer games. Single player games don't spell out the rules from the get-go because they have a variety of enemies, bosses, levels and gimmicks that they go through over the course of the game. Instead of having an enemy break established rules for it to create a new challenge, they simply add a new enemy. The only thing I can think of that would get anywhere near your example is changing enemy HP without any clear indication.
