Legion content would be boring as fuck.

Sawyer has already said shit like raiders, and mutant animals, aren't a problem in Legion lands because Caesar has a zero tolerance policy.

And food, water, and power are supposed to flow to the handful of non tribal communities in the region.

And the Legion has basically no corruption ebcuase Caesar deals with it harshly, even by Legion standards.

All Legion content would be is a glorified walking simulation through a few small towns with Legion flags all over the place, and a few Legion officers looking over the town.

Before making this I thought I liked 4's model best, but when putting side by side with 3's it's just lacking.
The face doesn't look menacing, the teeth don't look shabrp enough, the CLAWS of the deathCLAW aren't big enough, even the horns look worse than 3.
The animations though, they're definetely 5000% better.

I like Fallout 4's the best.

Fallout 3 has the one clostest to the originals, but it also highlights all the problem of the original Fallout's design being way too cartoony looking once ported into 3d.

Fallout 4's design actually looks like something that could exist, or least, is far closer to looking like it.

One thing I've noticed from that project, is the idea of accurate recreation of everything is a mistake, especially of the gameworld. Like the video of their Arroyo cells, it looks great as a recreation, very accurate, extremely familiar, but the problem is why would you completely recreate flat isometic maps in a 3D worldspace? It's a bit of a waste to port everything as-is, since the tile-based engine limited the geography of the game maps. New Reno, maybe San Francisco, and places like the Oil Platform could be done well in 3D as is-maybe, but in general they should make some changes to maps to take advantage of the 3D engines. I don't know how likely that would be though because for them to be devoted to such a project I'm sure they'd want to be as "accurate" as possible and any modifications to map and world design beyond the flat base of the classic isometric model might rub people the wrong way.

And in the case of shit like lockpicking, and hacking, those perks work exactly like the skill did anyways, since only every 25 levels of the skill mattered.

And when it comes to weapon skills, it works basically like the old games did, since the old games offered so little additional damage perk rank, that you only ever got worthwhile increases to weapon damage every 20-25 level

A 5 rank perk, and a skill here only ranks 20/40/60/80/100 matter is the SAME THING.

Which is why Fallout 4, even a year+ after its release, is in the top 3 most played single player only games on Steam, only behind Skyrim, and has been there longer then New Vegas was.

And, in just 1.5 years, Fallout 4 has gotten more mods, and more mod downloads, on nexus alone, then New Vegas has in 6 years.

Everyone plays it for so long and makes mods for it because they hate it.... surely!

The only people who hated it were NMA, RPGCodex, and the /v/ contrarians.

I like the new perk system over FO3 and NV's

But I wish there were more "hybrid" perks, and more stuff than just "+10% VATS". However, those creature taming Charisma perks were fun as hell.

I hated item condition in FO3 and NV, it was more of a nuisance than a gameplay feature, in my mind. Also realistically speaking, the Lone wanderer and Courier would throw away so much crap when trying to get something to 100%. With FO4's junk system and item condition, it would have been more fun. Like scrapping a toy car to get some screws you need to fix your pistol that lost some. Or whatever.

But if item condition came back, I'd want it implemented differently too. The "Breaking after X shots" shit made using heavy weapons not fun. Maybe replace it with maintenance, like say a minigun needs to be oiled after 1000 shots, and it requires simply 1-2 oil. If you don't perform maintenance, it will start getting more and more inaccurate, and at 3000 shots with no maintenance, screws start popping loose or metal gets warped. Then at 4000 shots, if still not maintained, then it starts needing to have lots of parts replaced, and the broken parts can be recycled, but not for nearly as much as they were worth when new.

All of this is generally known already, and not directly disputed. But the dominion of Caesar's Legion covers an area between Moab and Las Cruces, and Yuma to Denver, through a region with topographic differences of near sea-level to 14000+ feet. Plenty of space for outlaws, rebels, escaped slaves, and mutants to hide out to strike when the Legion security and vigilance has grown complacent. Obviously sustained periods of trouble would get the local commanders killed for incompetance, and the Legion would move in some new units to restore order, but it's not implausible at all that this occurs in such a large area. Fallout 4 is not a bad game. It's a good game with glaring flaws that are begrudgingly overlooked, and said flaws have been acknowledged by Bethesda Game Studio.
I still play Fallout 4 because I've gone through New Vegas(And TTW) so many times that it's difficult for me to do anything different besides purposely gimping myself through console commands a la the Shit Courier run.

Zenimax and Bethesda Softworks pushed Todd and co. into including dumb shit for Fallout 4, but now they're learning that journalists are very capable of having shitty ideas that results in a watered down experience. Think about the Legion for a while. Young men from conquered tribes are either made soldiers or slaves. Women and the weak are enslaved. Children are immediately made to train in combat. With the Legion massed at Hoover Dam along with most of its leadership, it must be assumed that the Legion's food is probably gathered by women and slaves since most men are fighting either on the front or maintaining garrisons etc. Since I doubt women can own property in the Legion we can probably guess that most farms are owned by retired soldiers with many slaves. To accommodate this a plantation system would probably be necessary, the opposite of the individualist homesteader feel of the NCR. So you could have quests at great slave farms feeding the front lines, or cities like Denver with a small male aristocratic elite ruling over mainly women, soldiers in training and perhaps Caesar's intellectual elite/gifted. In both these situations there is room for conflict, whether between local aristocrats or threats to the plantations.

According to Sawyer, the Legion has no civilian structure, they do not farm, and they do not mine. All their food is taken from the few non-tribal settlements they have conquered as tribute, or taken as loot from places they otherwise raze to the ground.

All of he Legion's gold comes from scraps they find in the ruins of towns and melt down

Caesar dying would be the main issue. Losing Hoover Dam wouldn't necessarily, as they could and would still maintain dominion east of the Colorado, and while morale wise it may hurt the mythos of Caesar and the invincibility of the Legion, it wouldn't be permanent. As long as Caesar survives, is healthy, and could himself get over failing to take Hoover Dam; as he does have an obsession for his former home, and taking Vegas as his new Rome to rule over the "republic" of the NCR would be out of his reach. If he gets over that and focuses on his long-game domestically, instead of just dominating the already-commercial NCR, and focusing more on maintaining domestic security and on civilianizing aspects of the Legion (allowing veterans to retire and become farmers or crafters in new loyal cities), then the Legion would still prosper.

If Caesar dies, even if Lanius conquers the Mojave, the Legion will still fall eventually, because while Lanius understands the first part of Caesar's long-game (unity through conquest and subjugation), he has no concept of the second phase of Caesar's plan (ruling over and protecting the civilian commercial settlements of the west). The NCR, while they'd be fucked losing the Hoover Dam (as they need it's power and water desperately), might dissolve, but all the NCR territories and settlements would fight Lanius tooth and nail, and I don't think Lanius would be able to win, it'd just be too costly in lives, and the only way he could get more is bleed out the old Legion homelands, which would wind up rebelling while Lanius is killing their kids in California. It'd wind up with the Legion being bled out, the NCR might be politically dead, but northern California would probably still be around, and Southern California would be too although they'd be more depleted by war.

Yeah I know. I'm pretty sure besides Flagstaff, Gallup, Shiprock, and Farmington (all in New Mexico) are probably the largest and most important settlements to the Legion. The San Juan River basin around Farmington and Shiprock is probably the most productive agricultural region in the Legion Dominion, and Gallup, being on the I-40, would be a major trading hub from that region to Flagstaff, Albequerque, and beyond. The big metro areas like Phoenix, Alburquerque, and Tuscon, are fairly rough areas probably with their main economy being urban salvage.

To be fair a lot of stuff Sawyer says doesn't make any sense and wouldn't work logistically at the scales the Legion is depicted at. A large army faction that is big enough to put the NCR on it's heels despite using primitive weapons? That's a lot of manpower, and since it's been around for 30 years, you can't sustain a faction economically through conquest, especially considering how poor and undeveloped most of the conquered regions are. Also the idea that the one faction in NV with precious metal currency does not operate any mines of it's own is fucking stupid, especially when their domain consists of regions of small towns that only existed because of mining (not too mention there is only a handful of large metropolitan areas to salvage such precious metals from in that same region).

I understand and can accept a lot of the Legion's economy comes from conquest and loot, and that the Legion itself, as a slave army directly subservient to Caesar, is not focused itself on economic development. But that doesn't mean the culture of the settlements that exist within the Legion's domain follow the exact same rules, either, although to outsiders they would still be considered (and they probably tend to imitate the culture of) Caesar's Legion themselves too.

I forgot what the term was for the "non-Legion" individuals within their domain. They weren't Profligates though.

WELP. I changed it from "Action points" to Fusion cores. It worked. But HOLY SHIT this will eat up an entire fusion core in seconds if you just hold it down. I also gave it a higher maximum height. I should test this more to see if it works with that one Nuclear physicist perk, though. There's technically values in the game I could assign to it that don't really go down, like AP recharge rate. While active you just won't recharge AP, but it'll basically give you infinite jump with not really a balance.

I suppose this isn't really an issue for me since I have like 1900 cores but something about that seems pretty unfair. And I can't change the rate at which it goes down. I do suppose I could make a special unique Core ammo with SHITLOADS of health, though. Like a million health. And make it cost a hefty sum every time you need a new one, at Plas-man's shop. Like 100,000 caps. Or 50,000. Actually I might do that, a special nuclear engine "core" with a unique model, maybe even a back part that looks like the thing on the back of the X-01 from NV. You know, the spinning thing. There'd be a clipping issue with the Gatling laser and fist slamming it into the PA, but I actually have an idea in mind now.

I had to edit the maximum PA height, but there's no way you'll ever reach that height with the default jetpack anyway.

That is a misunderstanding caused by the Fallout 2 Official game guide(which like all game guides is full of shit) which says that the Master did genetic engineering on them, but never mentions FEV.

I'm pretty sure you can just copy a fusion core, give it a million health, and have "Is power armor fuel" checked. I think I'm going to make a unique fusion core called the "Miniature reactor core" which will basically look like that thing from NV. On the end of a core. Or halfway into a core. There may be some slight clipping issues with the hands or gatling lasers, but as long as it works and looks cool.

I already have some early WIP designs drawn up, but I dunno if I could get the fan to spin. I suppose I could look at another misc model or weapon model that does it, if one does.

Yeah I'm going to keep the ammo as it is. When its all textured, that aluminum texture will match the different plasma casters. Perhaps I have been leading people the wrong way with my shots, but those things are basically going to be chromed out, maybe with some paint, but mostly chromed out with green bits, and copper piping. The Institute is a dictatorship that's very strong on propaganda. Even the one guy questioning Synth's true nature is quickly shut down by "we're scientists, not philosophers". If they're not being told to question what they're doing, they won't question what they're doing.

Therefore, for the people of the Institute, Synths are just machines. It's what they've been told and it's how they treat Synths and that's what they genuinely believe.

There's nothing unanswerable about the synth/host situation.

Synths have Synth components. What is it exactly? *handwave* it's a component all synths have that humans don't have. Ancient Chinese Secret.

Hosts have wireless interface modules. boot up a tablet around them and the host's firmware, with no control over the process themselves, will interface with the tablet to report diagnostic data.

I would say the Gen3 Problem for the Institute is that they don't know how to program them without a pre-existing human's brainmap, or they'd just program them to love doing every little chore there is to be done. After all, if we're going to pretend they have the same freedom of will that we do, even if we program them to only do certain things, we'd be wrong not to let them lick the shit off our bootheels for as long as they're operational.

Perception is the biggest double-edged sword for melee characters. For ranged characters it's a pure benefit to raise it. Chance of a double turn and additional range at the start of battles. For a brawler? That second part is a problem. Because sure, you may get an additional turn, but you'll be wasting it running to get to your fucking enemies.

I finally realized what I was doing wrong with the gun sounds. Turns out...simply having "Automatic" checked on a weapon will make its sounds not work. So okay whatever. I needed to make the Plasma cannon non automatic anyway!

Man, watching that video made me realize how horribly Bethesda fucked up with FO3/4. Fallout was NEVER about the 50s. It was thematically centered on the decay of the 80s where you had the Republican side trying to play like the 50s were still happening as you had the grime accumulating. I would have liked to see this in Fo3. Downtown DC would be a locked down police state (mostly using military robots), with Warrington being a gated suburb full of Enclave personnel. Andrews AFB would have effectively become it's own city too, with it's own golf course (as it is in real life) and rocket launchpad. Instead of the BoS, the game could have been a fight between the National Guard and CIA. Tenpenny could have been recast as a British diplomat.

But that's also straying pretty far from the original Fallout style, which is specifically about a post-USA government.

eh, I'm alright with the kooky 50s stuff as long as it's done well. Problem is that in game it's usually not done well. For example, most of the raiders ingame should be drugged up normal people (similar to splicers from bioshock), which would have been much more effective in creating a "failed 50s retrofuture" than generic mad max rejects. Or, since the late 50s were known for wanton highway construction and urban redevelopment (ie paving over Scollay Square as a parking lot which is what happened IRL) having the Institute (or something similar) do the same but with 60s-looking space capsule buildings would have been neat. Or, even better, have communist robots everywhere as generic cannon fodder.

Also since I'm bitching I might as well bitch about the two things that annoy me the most: the BoS using Logan Airport is a direct rip of the NCR using McCarran from FNV and the lack of either a north or south train station.

Fallout is not Elder Scrolls. You can't do whatever you want in Elder Scrolls; you're always the Neravine or Dragonborn. You can't do whatever you want in Fallout, you're always the Vault Dweller or a filthy tribal Chosen One.

Your options in the game are limited, you have never been able to do "whatever you want." You're essentially playing through a complex Choose Your Own Adventure book. Even tabletop games have limitations, not least due to the people you're playing with, which must also be accommodated. Even with the most permissive GM and free-form rules, your capacity to do anything is up to negotiation, not a given.

Knives are extra cool, better than full length swords I think -- but I like axe-wielding maniacs myself. Personally when I make a character I carry both, because a short blade can trump a large blade in certain situations. Of course I also carry a SMG because often ranged confrontation is often just unavoidable.

VATS trumps block every time.

I think the main reason they made it so enemies can deflect your strikes like that is to make VATS useful in melee, since sometimes it's the only way to take down a mirelurk with a super sledge.

Power strikes in power armor always go through, though.

Not a bad reason to wear power armor -- doing a full melee playthrough. It's sure OP with guns, after all.

The story required a pre-war citizen with a child. Could that set up have been implemented better and expanded? Yes. Could your dialogue and ropleplay options past the prelude been more sophisticated? Definitely yes.

I don't have an issue with the premise of the story. I don't have an issue with voiced protagonists. I think a more complex prelude to the game would have helped to immerse people in the role. More sophisticated dialogue than the "pick one of four, sometimes 3, 2, or one option disguised as 4" would have been better than what we got, they should have just ripped off the ME dialogue wheel completely, rather than half-ass it.

The story of what could have been. I'm not so wound up in nostalgia that I want a return to the Interplay/Black Isle system, but I was hoping for more than what was delivered by Bethesda. Hopefully marketing takes a step back for their next big title and allows the dev team to do their thing, without meddling. My expectations won't be as high for Skyrim 2, or Fallout 5, so I might be pleasantly surprised.

The 21 foot rule exists for a reason, however, modern the military also gives soldiers firearms for a reason. It starts getting complex when you add Power Armor Pain Train bum-rushes to the mix, then again, vehicular homicide probably falls outside the scope of melee.

They would need to link blasters so that they fire only when three or more soldiers are pressing the trigger at the same time and at the same range. If the bolts aren't landing at the same time, they can be deflected. The design of the repeater is based on the fact that a two bolts side by side can still be deflected with a line that intersects both, ie. the lightsaber. But a triangular configuration of bolts can't be deflected because a line can't intersect all three.

I'm pretty sure order66 included some special procedures for jedi elimination. The clones used very different tactics when fighting enemy platoons compared to the ones they were using when engaging singular jedi knights.

Axes are actually better. Greater range of utility, potential for armor piercing if you have the spike on the back.

If you absolutely hate the turn-based combat of Fallout 1 and 2, no problem. Tactics lets you play in real time and manually activate turns if you need them. I strongly recommend it despite it being non-canon. I think it has the best combat in the series. The only problem is its linear mission progression, and basically a total lack of social RPG elements. You can forget the C in S.P.E.C.I.A.L. It also has real-time drivable vehicles that you can use for drive-by shootings with 5 guys blasting 50cal Brownings and RPG7s out of Humvee windows. It also has depleted uranium .50BMG that can directly tear spacetime itself, and a super soaker that shoots hydrochloric acid. You can recruit ghouls, super mutants, deathclaws, a robot and Richard. B. Riddick.

There really should be a system that works with reasonable probabilities. For example:

There wouldn't be too much know of the south outside of the coast because of the Appalachian mountains blocking travel from places like the Capital Wasteland into places like Nashville.

I can't seem to even go past 138, for whatever reason, I know people go further, like 150 to even past 200s. I think I might be running low on memory, is there a GB expander or a way to push the memory limit from 2gb to 4gb without getting the game on steam? I started using mods that let me use more companions and overhaul the graphics of the game, plus I use TTW, and all of a sudden I started getting frequent crashes, so I think it's connected

Besides GFWL being literal cancer, beyond the mod to disable it, there is nothing that is absolutely essential for FO3 beyond maybe the karma tweak mod. Everything else is basically gravy. I'm not saying FO3 doesn't have flaws, or isn't improved via mods, but its a solid game vanilla.

NV, on the other hand, absolutely needs YUP (which is a huge collection of fixes itself), a UI mod of some type, Distance Gunfire Sound Fix, No Ambient Crowd Noise, and Less Intrusive Kill Camera, at the very minimum. These are all essential and fix real bugs and problems with the vanilla game. You can easily argue that a big chunk of content-restoring mods (Like The Strip Open and Outside Bets) are necessary as well. And considering most people play with a rebalance mod, there is that. I never had to play FO3 with a Script Extender, I sure as hell have had to with FONV, and I'm relatively light on the mods.

I'm not saying NV isn't a great game, but as far as being played right out of the box, it's a piece of shit with so many flaws, even vanilla FO4 is better (main thing offhand with vanilla FO4 is the UI is shit for the PC). NV had major bug problems, cut/half-assed content problems, and interface problems. When it is all fixed by mods however, NV is a top-tier game though.

Also it's stupid to compare how unstable FO3 is currently, as everybody knows the smoothest way to play it is in FONV via TTW. But contemporary to their times, FO3 was more stable than NV was and is, and most of the fixes required for NV aren't even about the straight stability of the game. And again while GFWL was always shit, FO3 was just fine to play through vanilla (with mainly the only balance flaws being karma), when FONV never was unless you have shit standards on interface, bugs, cut content, immersion.

NCR Ranger Helmet is garbage. Generic edgy dystopia soldier shit. Armor is alright but a little basic (combat armor with duster, whoopee). Overrated in general, and it's only "good" because the other shit in the game is old football pad Romaboo LARPer fags.

Merc Charmer Outfit is still the best designed armor in the 3D Fallouts. Sharp and smooth for guys, no-nonsense functionally sexy for girls. Classic Leathers are good too for the Max Max vibes.

Fo4 is Bethesda's first attempt at a real dialogue system, but it was so half-assed that after 30mins it felt like every other game befeore it.

Bethesda can add all the new animations they want at any time, like what they did with Crossbows in Skyrim or w/e.

I was thinking about dialogue systems in general and how Bethesda made a lot of progress in this game, but somehow only applied their clearly robust system to a few specific dialogues.

Actually, the first 60 or so years of the project was to perfect a form of FEV to use to make Gen 3 synths.

After they found a source of pure DNA(Shaun) and combined it with FEV, they finally made the Gen 3's.

The decade or so after that was likely an attempt to explore if there was any more ways they could perfect the Gen 3 FEV strain(since we know early Gen 3's where like the ones we see in game)

After that, the creation of super mutants, and dropping them on the surface, served as a valuable tool to keep the people of the surface too distracted fighting an enemy they could never beat, but that could never beat them, to ever try anything against The Institute proper.

They wanted to make Power Armour less of an endgame armour and more of a utility you'll improve alongside your other equipment throughout the game.

They seemed to want to make your "class" specification based on your equipment and not perks in 4, which I don't agree with.

I do like the mechanical changes to Power Armour in 4 however. You're right that it's clunky and annoying to move in, making you want to not bother using it all the time, likely because PA's are inherently bullet-proof tanks.

I personally like it but you don't. To be honest I'm surprised no one has recreated the NCR (((Power Armour))) that was just the plates removed from the frame and put on their biggest guys (uuuu).

A holdover from fantasy settings and their desire to port from Skyrim as closely as possible to save on production time.

They probably realized that it was more complex than just "hurrdurr armor weight affects sneak" and scrapped armor and ability having mutual restrictions. There's no reason not to just slap deep pocket shadowed on heavy combat armor and skulk around with a suppressed gauss rifle and they were too lazy to come up with reasons.

New Vegas did it right. Unique weapons were hard to track down, but were always better, and sometimes had special effects.
4 only half asses it with some unique armors, and every gun just tries to rake in the Muh Loot crowd with randomized parts on stock weaponry.

The receiver etc mods are alright. They allow you to choose how weapon-oriented your character is. If you really go gung-ho on gun nut or armorer, you're going to have your end-game gear much sooner. Or at least a version that you can port over once you find the dream legendary.
