In legion we achieved this and it shows as Aura of Sac being the largest healing cooldown this game has ever had (Raidwide lay on hands due to hpaladins very high ST healing). I can't really argue with you because your pretty much correct, the rest of the spec just has all these things but none of them amount to a coherent healing plan with a strength and weakness. i think its a step in the right direction honestly(unless you were a healer main or something i dont see why your upset honestly). most dpses know their rotations and tanks i dont think really mattered much about it outside of seeing when a boss was about to do what. healers were most affected but their working on that front. people will adapt to the new settings and the screens will be just as littered, and once the addon devs figure out how the new api works addons will start flowing in again and everything will go back to normal.
