Almost all legendary Pokémon have some sort of disclaimer in the Pokédex entry though. It's an intentional aspect of their dex entries that it isn't actually known for certain whether the "legends" surrounding them are true, or if it's just a story passed down by the local people, and the Pokémon itself is just powerful and rare, but not actually gods.

Strictly speaking it's not really rhydon, at least not exactly as we know it, it's just the generic kaiju shape from where a lot of gen 1 pokemon (rhydon, kangaskhan, nidoking...) derive from. Rhydon was the first fully fleshed out concept to originate from it and the one that resembles it the most.
