A style of wallpaper that has a render, within a shape, on top of a nature/urban background. Shapes are typically white/black in color. Background is often blurred around the shape, and left unblurred in the middle. Text is sometimes added.

You can get very clean shapes in gimp using the paths tool. If you want to make a perfect circle, for example, use the circle select tool with a fixed 1:1 ratio, make the circle as large as you need, then do Select -> To Path. Clear the selection then in paths, right click your path -> Stroke Path, play with the width until it's what you want.

What would I do differently to blur the inside of the bubble's background? I think it seems pretty easy but I'm not sure because I don't exactly know how it works I just do it.

If you use the method of creating shapes that I went over >>2086652 here, you can simply right-click a path and do Path to Selection. The selection should be right in the middle of the outline of your shape. From there, you can blur just what's inside the shape or invert the selection to blur everything else.
