Specifically, you need to learn what Desktop Environment and Window Manager is being used there, someone familiar with the popular ones can probably guess if OP doesn't want to tell you.

You can achieve similar effects in Windows but it's much much more limited and often janky.

I think you're confused about what that guy linked you.

First: OP's screenshot is on some Linux distribution called Void Linux, so you definitely cannot just use the same software as him (there are some caveats here but this is mostly true).

Second: You could switch to Linux but I strongly recommend doing that just to get a pretty desktop, since it comes with a lot of complicated tradeoffs.

Third: As far as Windows customization goes in general, since Win7 was the primary Windows OS for so long there was a lot of time to build up knowledge and resources around it. nanami-tan is one such resource. A lot of the stuff on there will also work for Win 0, but a lot won't. If you want to make use of the site you'll have to figure out what still works for Win 10 on your own. You could alternatively try the guide Moko has on his site (anyone have the link?) which is specifically written for Win10, but is much smaller as a consequence.

The simplest, lowest effort thing you can do though if you want to change up how Windows looks, is get a 3rd party Visual Style. But last I checked there aren't very many Win10 ones and they still aren't as stable as they are on Win7.

Unless your computer is ancient or you install 500000 applications and set them to run at startup, you don't really need to worry about this. Assuming by "boot time" you don't mean actual boot time, but the time between logging into the computer and the computer being idle on the desktop.

Rainmeter consumes some minor amount of system resources, but it shouldn't be noticeable. Most of the other things people rice with are the same, have no performance implications, or improve performance.

I had rainmeter 3 years back, didn't like it much. Played with it a lot. But eventually got tired of using it.
It just felt "fake", "extra" to me.
For me it must be something functional,solid(buggy/not reliable) and beautifull.
But for windows most software that allow "greater costumization" usually are quite heavy (skin packs for example).

Not really sure what you're talking about here..... bbLean for instance uses 18 MB of RAM and essentially 0 other system resources.

3rd party Windows visual styles have either no performance impact (you're already using a non-basic theme, like the default ones in Win 7 and up) or are equivalent to the performance impact of the standard Windows UI.

MacType has almost no performance impact.

Changing your system icons has no performance impact.

None of the popular registry tweaks or AHK scripts have meaningful performance impact.

I can't remneber exactly what I used back then, but I was testing waters, so I can assume I fucked up somewhere in the midle.
The one I remenber the most, was when I used a skin pack, that had it's own installer, that would leave a "mac" apearance in the UI. And mimicked some of it's funcionality. It was buggy and it was slow ( I must point out that back then I had a windows vista toaster), but for it got a bad rep to me. I apreciate your advice, and I will be trying out BBlean and others mentioned in this very post above.

Ah, okay. There is some stuff like that floating around but it is basically never used by people in these threads because it's such low quality.

bbLean can be great, but it is quite old software and requires some effort to get it to the state you want. The simplest method to "rice" Windows is to get a nice visual style, add a good icon pack and remove desktop/ui clutter where possible.
