Feh is the image viewer and what is being used to set the wallpaper.

My advice is to try your best to learn to use Linux before ricing. The Arch wiki is a great resource for nearly every piece of software you'd ever use. The more comfortable you are with Linux and how it works the more you'll understand how ricing works.

It doesn't have to be i3. It could be any DE/WM, even Gnome (if you actively hate your computer I guess)

All ricing is is configuring the look and behavior of the software you use, and that could be anything. I recommend you try out some different pieces of software and read up on them to learn more about how they are configured. The more you mess around the easier it'll seem.

herbst is an alternative that's similar to i3, both tiling and configged in bash, just does things in a far simpler way.
2bwm is a good stacking alternative to openbox, it's tiny and configged with .Xresources.

Assuming you have 0 experience in creating/editing rainmeter skins:

Select dock.ini
In the Rainmeter menu, click the "Edit" button
It should open a text editor, Notepad by default, although you have no excuse not to use Sublime Text or Notepad++
Search through the "code" until you find the [Web] meter
There's a Text value that's equal to "Youtube ____ Gmail ____ etc. "
Change these to whatever you want
After that, there are a bunch of meters like [Youtube] [Gmail], ...
You don't have to change the name inside the brackets, just change the URL found in each "LeftMouseDownAction" in order
You also have to change the ' W ' for each, i.e. change the width of the clickable area for that link
If you plan on adding more, you would have to increment the X value

Whoever wrote that skin is a bit dumb, it's better to have every link as a separate, but whole, meter rather than splitting the text part and the link part.

TL;DR
You're better off with creating skins from your own, instead of using someone else's. Look into the rainmeter documentation - creating custom skins is probably the easiest coding-related thing you could write, and if you're stuck just Google what you want to do or download someone's skin and look into how they did it.

When it comes to Rainmeter, you generally can't go wrong with the "less is more" mindset. Creating a pleasing layout is harder the more elements you add to the page, so you either get a cluttered desktop or end up shoving everything into the corners.

I agree on the 4chan font - it's ugly, because it's the default monospace one.
I'm having trouble with importing a font from my PC and Google Fonts is out the question.
As for Sublime, I'm currently tinkering with theme editing to remove as much garbage as I can.

How are you trying to apply the font? Sometimes it can be tricky getting the correct font name, so you have to fiddle with it a little. Pulled out of my CSS:

@font-face {
font-family: 'Gotham Rounded';

I was going to guess a custom bash script if not Neofetch, but Rainmeter makes sense too. I find the scripting/config language too restrictive or I might use it more. Looks good though :).

Are you editing css through 4chan's settings menu or with an extension?
I use Stylish for the custom CSS but it doesn't allow @import and I'm not sure how I would link a local font through @font-face

Your browser will attempt to fetch the font locally if it's not provided a source, and I'm applying that CSS with StyleChan but it will work the same with Stylus/Stylish or manually appending the stylesheet in your browser's developer tools.

The only trick with the font is making sure you use the correct name for it to be found on your system, Windows is a bit funky with that and doesn't consistently surface the name to use.
