The magic was that it called his soul to it and then rapidly aged him. IB wouldn't get in the way until the right arm becomes a suitable vessel. Assuming that's when the arm fully develops, worst case scenario is you have a premature baby Touma flopping around that needs to be rushed to HC. It only took 30 seconds to fully grow and IB tends to have a time lag if the old container isn't broken, so the whole ceremony could feasibly be done before IB fucks it up.

Alice handles her miracles better than Anna but Anna doesn't need to think, she just pulls and shoots ad infinitum. The positions were perfect for Anna to at least attempt to pummel the living shit out of Alice. Would it truly work? Was she truly a transcendent superior to Alice? We don't know because Anna didn't even try. But that one pull proves beyond reasonable doubt that for a single second Anna overcame Alice.
