I wonder if the dragon god is something like a reinforcing illusion put up by Sigmalio. So far we've only seen it appear for the second gemeration kings and Crimson knows how it works mechanically. It could be just be Sigmalio using his power to make sure the less reliable bloodline leaders work towards achieving world magic.
