planning to buy a pre-1975 car that hasn't been registered in 15 years in California. Am I going to get ass fucked by late fees? Need some advice before I go forward with the purchase.

Not in California but I tried to register a '68 scrap heap that I wound up with paperwork for, and they told me they couldn't do shit because the VIN had been written off for dead years ago

CA DMV employee here. If the car doesn't exist in our data base anymore than it's an original registration now. You will need a verification, smog and money. If it's a truck than it also needs a weight certificate.

If the car DOES exist in our database than you will owe back fees plus penalties. If it's a truck same thing plus weight fees as well.

Thankfully it's not a truck. How much would it cost to verify the car? Also how long does the DMV keep the car in its system before dropping it? I heard it takes about 4 years or so.

I am a Californian too. I have bought some jalopies and do not recall very significant cost. I am sure it is worse now but I think I paid less than 400 for a decade. There’s a cap on a flat fee and then I think they can charge you like time and a half for what’s missing.
