If you see someone walking with their dog on the streets and its being good , dont whistle to it dont say a thing!!Never indicate to the dog anything, the dog is being good , if you encourage it to come over to be petted by you on its leash. i always thought this was just good manners, i've never seen anyone get aggressive over itthe only dog that isnt my own that gets to sit on my lap is my landlord's since she sometimes let the little shit roam free and she's seen me cuddling it already, but it never even spares me a glance when its on a leash
