>>146340848There's plenty of godlike artists still in the industry but a lot of cartoon production these days is just puppet tweening and making storyboards for the Koreans to animate. To be fair even the original cartoon was outsourced a lot as well. Keep in mind the top image you posted from the tiny toons Video Movie animated entirely by TMS. The quality in the original show varied WILDLY. That said i think the big issue is modern cartoons feel they have to play it "safe" both in terms of style and content. They're either not give the time or freedom to make something more interesting.
