It's pretty strange for sure, especially since one of the three writers was a black woman. Jasmine and Sarah were mainly used as race-related commentary. Side characters that appear don't really comment on specifically being black iirc. For what it's worth I think the reboot wanted to remedy this with pic related but no idea if she was a one-off character or even just a background extra.
