It's hard to understand what Tommy Lee Jones was doing until you realize he grew up with Dick Tracy comics.
He was doing "two-face", a criminal crook with an ugly mug, who's real crazy: crazy for crime that is! That weirdo copper, Batman or something, can't go messing around in his turf!

Well, the main issue is that Batman movies revolve around social issue terrorism, and not heists, capers, robberies, boners what have you.
Penguin planting bombs throughout Gotham is hard to imagine.

Even in Batman Returns they use circus/clown henchmen, although you could argue it fits with the circus freak theme and in the plot the public weren't supposed to connect with gang with the penguin.

Parents complained about Returns so much that they made sure Forever was as cartoonish and wouldn't scare the kids as much as possible. Schumacher would apparently constantly yell between takes "Remember everyone it's supposed to be like a cartoon!" to keep everyone in that mentality.

I know they're not really good films, but if nothing else I can appreciate Forever and B&R for the simple fact they actually attempted to look like the Batman comics of the day.

Well, it's the film makers are the ones to fucking laser focused on turning every villain into something REAL! They have to be REALLY REAL that cold REALLY happen by REAL people. It's fucking annoying.

People are fine with a costumed villain. But Directors and studio executives demand every Bat villain actually be a late 90s psychological thriller killer instead.
