Probably this. I grew up in Russia, and we actually shared this cartoon channel (formerly Fox Kids Europe, but owned by Disney) with Romania. Literally. Half of the commercials were in Russian, and half were in Romanian (with the latter having no voice tracks during broadcast on our side). I never really questioned it as a kid. Although sometimes something fucky would happen and the entire broadcast would change language to Romanian, I guess whenever someone somewhere pressed the wrong button, that was pretty bizarre to see.

All of Eastern Europe in general, it seems. We had Nickelodeon, but only on satellite TV, which wasn't something most people had. I've never seen Cartoon Network as a kid. Disney Channel wasn't a thing either. So Fox Kids, and later Jetix, was pretty much the only kids channel everyone had access to. And it was a great fucking channel too, they had almost no live action whatsoever, just pure cartoons all day, and a good mix too, from, slice of life to action shows to anime.

I don't know how it was with other euros but in my country it was Fox Kids and Cartoon Network until the early 2000's (and the rise of digital cable) where Cartoon Network went too and Nickelodeon was introduced for normal cable. Fox Kids transformed into Jetix in 2004/2005, for that reason it seems weird to see shows I always saw with a Fox Kids logo to have the Jetix one on it instead. Also Jetix really sucked compared to Fox Kids, only Witch and Oban Star Racers were any good (never saw Jackie Chan appearing on my local Jetix though)

Louie's dad is my favorite character in the show cause he is the type of cartoon dad that I miss seeing in modern cartoons.the type that isn't good nor bad and he is just a dad who tries with his kids but doesn't always succeed.

The idea is that the original audios emotions are preserved while he provides the translation.

We did have a theory that that is not a real human only a computer voice. Turns out the guy was real.

Once more the documentary says that the idea was that he provides no emotions and lets the emotional tone of the original (comedy of a Italian dub of the Japanese anime being the original) carry's the plot.
