There's a few bits like this in the show, like Kinger saying "scratch the first extraction" but without any build up and in response to something Caine was quickly sputtering. I think Goose doesn't properly consider the ways the viewer will interpret things sometimes, there's a difference between introducing mystery and having the characters just say shit that won't make sense until the final episode.
