I've considered working up a stardust prequel, where he's basically the ONLY person capable of saving the world on his earth, but still has no powers. So he'd have a smaller version of the red and yellow belt, and a blue beetle looking version of his costume. As his enemies get bolder and bolder, he becomes more jaded and starts augmenting his body to the point where be becomes a deformed super-god.

The first time he really 'changes' would be fantastic, since prior to this he would have been just a campy golden age hero

You have to remember that these comics were being written for ten year olds rather than adults. We're approaching it from the perspective of the adult character being the POV, and wondering about what sort of wish fulfillment is involved with a grown man hanging around with a bunch of nubile young boys. There was a different fantasy being sold to the target audience, here, though: Of these kids getting to hang around with an exciting and virtuous do-gooding mentor who lets them tag along on wild adventures, facilitating the types of battles and crime-fighting that kids wouldn't get to take part in otherwise.

Fantomah and Stardust are the Batman and Spider-Man of the public domain set. They even have action figures now.

I write for a superhero webcomic/webnovel called Capeworld at http://www.capeworldcomics.com/. I've written up a reimanging of Daredevil at http://www.capeworldcomics.com/chapter/the-daredevil-text/. It's on hiatus, and its continuation will probably be a patreon goal. But golden age public domain superheros are a big part of the Capeworld universe. They pretty much make up the 1940's era.

Naturally I'm going to have to do something with Stardust.

I don't want to just make him a sci fi flavored Spectre though. That doesn't really have much appeal beyond a single story. I think I'll have him more like Vartox from Bronze Age Superman. He's an alien with incredible power, but his alien morality puts him at odds with Earth's heroes. He believes that every action deserves a fitting consequence because that's how it works where he's from. Every good deed must be rewarded and every bad deed must be punished.

So not only will Stardust suddenly show up to inflict horribly elaborate and imaginative punishments on muggers but if you throw a beggar a coin he'll show up and give you a stack of gold bars...while completely ignoring the beggar.

Stardust is just like that.

And on his crazy world with his own crazy race his actions make sense. But unfortunately he's on Earth, and justice for Earthlings is voluntary rather than compulsive.

I think the Atomic Thunderbolt has potential. The character dealt with a lot of pretty serious themes like PTSD and the threat of nuclear war for a character made in 1946.

Not exactly. If the 60's Ted Kord comics had invalid copyright notices means that his first appearance and the Ditko run would be PD, but there was one story in either the late 1970's or early 1980's by Charlton that had Ted teaming up with The Question. That one would still be in copyright. But at the same time, DC revamped Ted's history after COIE and their version of Ted (by way of JLI and other stuff) became different from the Charlton version (he's far more tied to Booster and Jaime, who definitely aren't PD)

So he'd be PD but only the Charlton version in the 60's.

Fantomah, Diamond Jack, Mister Justice, Phantom Sphinx, Phantsmo, most of the Amrons eight team b the Capeworld gu are ridiculos tier and I can image Stardust being their ultimate villain. Darkseid to their JLA, Thanos to their Avengers.
Moon Girls powers include being 'invincible in battle' so she might be able to put a fight too.
There's also the atomic supermen like Atoman and Captain Future, like Moon Girl the can keep him bus for a while.
