How do i diy soundproof this roof on a budget. I want to turn this old building into an indoor shooting range.

Best way is to dig underground and use the earth as a natural sound barrier. You’re going to need at least 2 shafts for ventilation, a way to get up and down, and a couple dozen light fixtures. A bunch of concrete, rebar, some 4 or 6” diameter steel drainage pipe, one good HEPA filter.
There was a cop who built something like this on his property. No one would’ve ever found out but his nagging Karen ex-wife ratted him out.
Building it above-ground in what I assume a not-so-legit fashion is just asking for trouble. Problems you may run into are overheating, ventilation problems, gaps in the soundproofing…

you are talking about an apartment situaytion. or terraced houses. but this building is at least 500 yards away from the nearst neighbours house. you would be suprised, how much it already is muffling shots. i can shoot a 9mm in there as it is, and my wife doesnt even hear it when shes in the main house 50 yards away. 22 not a problem at all, the sound is changed so much, nobodys thinks gunshot when they hear it. the thing is, i would like to shoot bigger calibers in there and i dont want neighbours to start complaining, best case, they never notice. yes its perfectly legal but i still dont want to have the cops at my doorstep.

Well in that case look into rockwool, it's great for sound absorption - I'm coming from a music studio point of view but from what you said it might be enough to do what you need

Use mass loaded vinyl. Sound travels because solid objects resonate at frequencies similar to the sound waves that hit them. Mass loaded vinyl is literal dead weight and attenuates sound very well. Add rockwool in any cavities for more sound deadening. Beyond that, you need to add open cell foam in the space to "catch" the sound and start attenuating the waves early.

Oh boy, there's no cheap way to sound proof man. Air gap, density, and isolation are your friends, but that's very expensive to do.

You could try something like this, but make sure to double up on earpro cuz this shits loud as fuck for the shooter. Others on my property said it sounded like a loud hammer while shooting a .22 pistol. Never shot anything bigger than that with it though
