I wouldn't say Mecca looks is a big fashion city, OP. Most people there seem to wear monochrome fits, not much variety. I don't know that much about Paris or Milan, but they probably have more variety in outfits, weather is probably a big factor.

Tokyo has the best dressed people.
Italy is well dressed, but it's more traditional menswear (ie Pitti uomo). Italian men are definitely the better dressed.

paris is the home of most european designers and paris fashion week (obviously), the common parisian you see on the street isn't gonna be well dressed
in nyc you have areas like soho where people can dress nicely, nyfc is less about the actual shows and more about ego and status. great if you have connections or if you want to network
tokyo is great for fashion, shopping etc. all around the best probably

china's going to be the next big fashion hub once the boomers die off. especially when it comes to high end cobblers, tailoring, etc.
nobody's replacing the crusty old boomers in france, england, new england, milan etc. their kids all went to college instead of learning dad's trade. but the chinese government's dumping billions in giving young men free educations in tailoring, fashion design, shoemaking etc right now in anticipation of the west ceding our position at the top of the garment industry. the writing's on the wall give it 20 or 30 years.
