I wouldn't say Mecca looks is a big fashion city, OP. Most people there seem to wear monochrome fits, not much variety. I don't know that much about Paris or Milan, but they probably have more variety in outfits, weather is probably a big factor.
the milanese dress better but paris has better fashion houses (and for the latter, it's not close).
The capital city of luxury brands is Paris but parisians dress like shit, they either dress all black or like new-yorkers but from two years ago (they are sub-americans in their heads).Tokyo has the best dressed people. Italy is well dressed, but it's more traditional menswear (ie Pitti uomo). Italian men are definitely the better dressed.
Also, italian women often dress more on the whorish side, from what i've seen.
