Imagine something shaped like this
But shrunk down, so that it takes up about 30-40% of the volume of a AA or AAA battery
And it's plastic, therefore insulative


Now fill it with RDX or something like that
If the lithium battery were to overheat or become reactive with concentrated moisture, it would melt the plastic and likely trigger any sensitive reactive chemicals inside the container (or our RDX)

Now make 2000 of them in a black site warehouse, and have a team of your on-the-ground intel guys intercept the supply chain or just put on a tan and grow a beard and carry them into town themselves

Or you just put an aluminium wire in it and discharge a capacitor through it. If you're already doing a supply chain attack, just putting in a normal detonator isn't much harder.
