Got a 9070XT from a few threads ago which arrived today. New 750W PSU in there today too, which works fine with existing parts. When the 9070XT is in there, I get no display at all from any output ports, no UEFI or POST, nothing. The rest of the system still continues to work - I can hear sound and see the disk activity light flashing on the case. The CPU is a 5800X.
Is this a power issue? The only recourse I have is to try a bigger PSU but I'd rather not buy one if I can get this working.

Means your PSU is fine, a 9070 XT doesn't power on with maximum power draw + transients at system bootup.
The fans ramp up as part of a fan test during system boot.
Reseat the video card, and try installing it in other PCIe slots if available.
Make sure the power cables are firmly seated on both ends (card & PSU).

His 750W can easily handle a 9070 XT, especially if the new unit is an ATX 3.x certified one.
Under ATX 3,x, the PCIe connections for the GPU need to handle 3x the maximum rated load over a very short time.
That's well over 900W of transient load just for the video card.

You buy PSUs with more wattage if you plan to buy a 450/600W power draw video card in the future.

Need some advice / confirmation. I've been following the thread a little bit and it seems like I pretty much should get the 5070 ti.

My situation is that I have a 4k gaming monitor + 1440p side monitor. I want to game at relatively decent framerate ~120 fps on most modern games. I don't play that many modern games, but loading up something like BG3 and getting a stable framerate is a necessary thing for me. The slight doubt is that I know my motherboard is getting old. I built this computer around early covid ~2020 and I've only made a cpu upgrade since (due to the constraints of an older motherboard I didnt get the 7000 series), and bought a 4k monitor knowing I would use it at its full potential when I upgrade the gpu.

My budget is around the ~1k mark. I initially was thinking about a 5080, but after viewing the thread more, I'm leaning towards the 5070 ti. Am I also right i thinking the savings might be better down the road when higher vram cards become available in the distant future?

For 600 bucks you can get a decent OLED but OLEDs are only viable if you use them for gaming/media, for productivity/reading or even MMOs they are e-waste since the interface will burn in in less than 2 years. IPS is the only real pick for mixed media/productivity usage, with mini-LED being a nice option for near-OLED experience when gaming but with the added hassle of having to fiddle with the settings whenever you switch from media to productivity (since miniled looks like shit when reading/using interfaces).

Realistically, you're stuck at gen 3 speeds with your motherboard, so I would go for a used rtx 3080/3070ti, or rx 6700 xt. Anything that uses all 16 lanes of your pcie port.

Also, since you're on a 1080p monitor, you don't really need a powerhouse video card. rtx 3060 12gb would be good as well since you would have more than 8gb for titles down the line.

forgot to mention this, to be fair to windows and linux here, i do have more demands out of audio than most
my library is dominantly CD quality flacs, and many of them come from physical CD rips
windows handles those no problem in terms of what the files are, linux wont play the ones i ripped from CDs, it thinks theyre corrupted, its a whole ordeal but basically moc plays them fine, stuff like strawberry wont even show the albums
on the other hand i plugged in a fiio ka3 into my macbook, played a dsd256 file with a random free media player, and it played and decoded the dsd256 on the ka3 without any setup at all
just plugged it in, clicked a file, and it played in absurdly high resolution
windows can barely play a DSD file, good luck on linux with anything more than 44.1khz because changing your output audio bitrate involves a config file and thats ass
