The details of the promise are a little murky. Either Suffolk promised the surrender of Maine without Henry's permission, or he made a proposal which the French interpreted as a promise. Maine was a strategically important place and it made sense to not want to give it up. Henry probably believed that the French wouldn't make big fuss over a broken promise.
