Emptiness just prefers to the processual nature of all things, their co-dependency, and lack of fixed being, and rebirth after the cessation of bodily functions still occurs. There is a causal continuum with this life and the next, even without an underlying self and no conscious recollection of it. Dukkha will persist until one achieves nibanna. Do not fall for the lies of "secular" Buddhists who try to relativize Brahmavihara. The higher and lower realms exist, and it is our job as Bodhisattvas to lead all beings to the Buddha Dharma.
