I think a big part has to do with the pandemic giving me a ridiculous amount of free time that I feel awful for not using the most of it for drawing and instead just procrastinating. So when drawing proportions, how do you know when to measure something as the same length when using { squiggly bracket and also using 8 heads to measure the height of someone because it feels overwhelming when looking through the books on how.

Blending brushes create a huge mess that takes up your time to clean it up. It is analogous to the advice to beginners to use only a hard round brush. All I know is that it is possible to have traditional looking paintings even with hard round non blending brushes (even without opacity or size control for that matter).

I personally paint finished pictures however the fuck I want, but I do small and quick (two hours max) paintings using different approaches.
Hard round only, non blending only, blending only, glazing only, opaque only etc and keep those "restrictions" that feel best for learning in short studies. And going back to actual paintings I "appreciate" or at least know why ( and where and when ) I would use a shortcut like a blending brush for example.

I would not recommend you to restrain yourself when doing actual paintings, but when doing studies definitely go for the most basic settings. They are about helping you understand not necessarily about making pictures as pretty as with all tools and shortcuts "unlocked".

I've been trying to get better at my shading yet most of the time I don't get the sense of a solid light source and even when I'm applying stuff I've learned like core shadows, bounce light and occlusion, it feels less natural and more like a bunch of bells and whistles I put over a obvious lack of some fundamental. I know my humans will look incorrectly until I sit down and go through Bridgman, but even when painting static objects I can't manage to make a convincing painting.

Is it just practice painting from references? Should I stick with only values until I can start to feel like the light sources are actually correct?

you can get a rough estimate with basic trigonometry, like "this surface is this tilted and this far so it should be half as dark as this one", "that one has a rough texture so the highlight is less visible than that one", things like that.

Since the forms you drew are defined by the cross contours you drew, they are already "perfect". If you were to draw the human leg and add over-knee-socks there would be an obvious right and wrong in drawing the cross contours.
If drawing is an approximation of some object,
and if "good" drawing is measured by how close you can get to depicting that object,
we need knowledge of that object to judge your drawing.
Since the object is a 3d blob you made up, I cannot possibly know how close you got to the image in your head.

Try drawing blobs that resemble animals or humans or body parts in order to be able to tell if you are making progress or not. Right now you are going through the motions and feel a dopameme hit for doing exercises, but this is not bringing you closer to anything.

If you want this to look more organic her head should be either more forward-down or being pulled back because (I think (?)) she's putting her hair up, and the arms should be at different heights because of the action and angle. This is a shit mobile example of what I mean but it's what it looks like when I put my hair up.

Doing the "same thing" over and over is required to learn. You need to draw figures hundreds to thousands of times get good, faces, shapes, gesture etc. Shit takes time to learn and you wont see progress between each day, it's only natural. Look back on a year or two and then you see improvement

The colors in this are really unappealing which is part of the problem, and the glow doesn't really make sense on parts of this. He kinda just looks like a Spongebob gijinka because of the face too, but if you want to keep that style you could alter it slightly to step away from that (pic related). It just looks very weird. This isn't a great example of the lighting making more sense and I did it very quickly on my phone, only changed the colors to show what I mean.
Proportions of the eyes are off but if that's a style thing then whatever.

It looks like you know how perspective *should* work but you are making mistakes in local areas. If I had to guess I would say you are constructing (and possibly inventing) the features one by one as you go - whereas you should use perspective and construction as a big, simple guide to place (and maybe eyeball) smaller features into.

Instead of constructing every edge and corner by itself, construct one single box that covers all outer edges, construct some plane inside of that (using the box itself as a guide) that describes the upper edge of the windows and so on

Your drawing is skewed so badly, I don't think that you lack the knowledge to construct it better, rather you kept constructing single planes and boxes (all of which mostly correct) but they did not align with the previous constructed bits.

Construction and perspective are meant to make it easier for you. If you end up painstakingly trying to squeeze the right angle of line into this mess of construction lines to construct another edge or bevel on the lantern you missed the point.
And should you consciously aim for precise architecture drawings you should go digital and use perspective rulers.

Your guess is right actually, I constructed each part of the lantern separately and I was painstakingly trying to find the right angle for perspective. I'll try enclosing it all in a single box next time, it seems so much easier and simpler I feel kinda stupid now.
I plan to move to digital eventually but I heard that all the tools would prevent me from learning perspective properly so I'm holding off for a bit.

I'm studying Hampton, I liked some of the figures, I decided I should put a little effort into them, but fuck the arms man, should I have just put the arms on a different layer so I can work on the ribcage comfortably? I'm in a completely different industry, for ~10 years now, and I want to give everyone the same advice but for my department instead.

I haven't quit yet, but I've been damn close to it. I'm not wanting to make art my profession either though honestly, but I wouldn't be opposed to it being supplemental income if I can get to the point of Coast FIRE with my investments..
