I have a sort of flat cartoony style when I draw that doesn't translate very well to painting... the faces especially come out fairly awkwardly because they're drawn graphically but then rendered out as if they should be 3D. does anyone have any advice for this, or have any examples of artists who have solved this sort of problem?

I'd still categorize this is symbol drawing. Next time try squinting your eyes and only observe the patches of color and value in relation to the ones surrounding it. Try not to think "face", think just "light and value".
That should help you loosen up and learn edge work. Then apply that on a constructed head.
I assume you had a direct photo reference for this based on the shadow? And please resize a bit.

Great job on the background.
I agree that the girl is the weakest part of the image. Her anatomy -- especially basically the whole left side of her -- is fucked. From her arm, to the weird > angle her torso is in.
You lose a lot by being lazy with her hands. Not only do I not think they would be doing that, but it would be better to use them to add some expressiveness to the pose. Remember that after eyes and mouths, hands are pretty much the most expressive part of the body. And her eyes are closed and her mouth isn't doing much. You're basically making her into a non entity.
Also, does she have to be wearing that? The background is already painted in a muted palette. It would have been better to put her into a more popping color. Even if you ultimately made that muted as well.

I agree there's something weird about the anatomy and yet I can't seem to change anything I just kinda like it.

I wanted to get some feeling of melancholy so there goes the dull colors and simple expression, also because she's based on a manga character the black and white colors work for me.

And the face well, I know is not very good, but that's just the limit of my skill I just need to get better.

I would recomend you to remember that every strand of hair is attached to the skull, with it's own perpective, lenght and shadow and that's what makes for a good hair do.

Be more aware of space inbetween your subjects - if you look at the tree you drew, is does not follow the perpendicular-direction of that antenna as exapmple - that's why it looks like is is falling to the ground - also be aware of that. leaving that aside, I think you could gain from limiting your brush size range. Always try to draw with a brush one size too big for what you currently trying to do, and when you change for a smaller size brush when you want to do smaller details, try not to make a change in size too big. Change in fraction, 1/2 of previous brush, 1/3, x2. Dont go from like a 50 pixel brush to a 5 pixel one, its a jump too big.

I know you formed a style, but you can experiment, go out of your comfort zone, force yourself and see what you learn.

I like to see you are not very defensive about your art, so I will go a little more in detail.

1.The @ part of your signature is ok. What I was talking about what solely the top part.
2. You could have 2 signatures. A simpler one, for your less effort works but which you still want to post, and a more complex one for the more complex ones.
3. You could look for inspiration in japanese signatures. There are also more complex examples, you can google some "japanese signature", and see what you like.
4.Personally, I would either:
A. drop putting the signature in a square, and allow myself to go crazy with a few lines, make them long and point away from the signature.
B. keep the square, but make sure no line of the signature goes out of it. like in pic related
C. for the simple signature, I would just do that bottom right part, that P with something inside it and the "!" in it. Its unique enough to work as a signature.
And in all those examples, I would keep the @ ofcourse.

And a little more on the brush size. The "draw always with a brush one size bigger than what you need" its an advice I heard years ago in a Bob Ross video, from one of his guests

I forgot the reason why he said to do it, I guess I could rewatch this. But personally, I found that it forces me to do line economy. When you draw with a big brush, the drawing gets unrecognizable fast, so it forces you to Ctrl Z and rethink what details to draw and what not. Or even bunch a few details into one line. Obviously, the more you work on something, the smaller the brush you can go, and drop the bigger lines.

And finally, obviously, take everything I say with a grain of salt, I am not at your level. Will post in the next comment something I made and I like, so you can see from what level you are getting a critique.

It took a while for me, it's a complex shape with a lot of movement, a lot of variation between people, it practically demands that you massively abstract the actual bone shape because it's so unusually shaped, and it's incredibly posture dependent. Honestly one thing that helped me was drawing more men. I love drawing girls but it's a lot easier to follow the iliac crest on guys and the sharper quad and glute musculature really helps pinpoint the various landmarks.

background alleyway needs to be de emphasised because it looks flat and part of the left and right foregound

I just finished this. Trying to tackle my issue drawing female faces. Used it as a chance to work on some shading stuff too.
I had to call it done because I can't work out what else it needs, but I'm hype for critique before I do it all again tomorrow.
The model for this one is face on. Maybe I made the face too wide.

Because wheelchairs aren't built to handle wild terrain.
If you've ever been in the mountains, it's hard enough to get by on two legs.
Maybe make the wheelchair person have massively strong arms, to show that they're not only able to push their wheelchair through mud/snow and over craggy areas, but also that they can get off the wheelchair and drag themselves up the hill while also dragging the wheelchair behind them.
Unless the book their reading is a magic book, and they're able to make themselves levitate.

Yeah, your nose placement really messed things up, be wary of relying only one one method of measurement to check your work.
Neglecting the areas around the eyes.
Lack of skull in the sides, note that in pic related the skull's doesn't attain full width until somewhat behind the ears. Suggest drawing bald women a few times so you're not depending on the hair to hide flaws.

Yeah the original was a bit too washed out, so i bumped the contrast/saturation a bit which made the yellow too bright, but I was too lazy to fix it. Now that you mentioned it it's really bothering me though. Here's the original for reference though, i think the jaw stands out better when the yellow is toned down.
