Where do I go to commission animators?

I need something with at least decent anime-like quality, I don't expect extreme professionalism but I've got hundreds to spend and no idea where to go.

If you're good at drawing it shouldn't be difficult to learn animation. Just start drawing people pose-by-pose as they move, copy some animations you like and check out pendulum or bouncing exercises for a sense of timing and the concept of not straight-aheading everything.
Idk, but you might be able to find someone on Newgrounds or Twitter? The latter is a big platform for animators, and Christ knows MAPPA's recruiting on there. One lead might be fan studio TonTon. Yesterday they released a fan naruto op and they've been retweeting a lot of their animators.

How long did this take you? Also could you help me with animating in clip studio paint? Clip does it weird. You can't copy paste from cell to cell because it's still treating it like an illustration. It pastes to a new layer which then has to manually be assigned to a cell (if you have multiple layers in a folder, that folder can be assigned to a cell to show multiple layers at once). Idk what you mean by "it doesn't expand the cell"

CSP works differently than Flash. You can treat each cel as a physical cel/sheet of paper with a name, and the timeline just says which cel to display and when. You can right click anywhere on the timeline and choose which cel (by name) you want to be referenced/displayed at that time.
Why are you copypasting cels? If you literally want the same exact drawing displayed for two frames in a row (analogous to F5 in Flash), you don't need to do anything for the second frame - it'll automatically hold the last assigned cel.
If you want the exact same drawing somewhere else in the timeline, just right click over there and assign that spot in the timeline to the same cell name. Note that because both spots reference the same cel, if you draw on one cel it'll update it everywhere it is displayed. This is really powerful for doing background loops.
Copypasting will create a new cel with a new name in the animation folder, which you will need to assign to a location in the timeline. A very useful auto action for performing this is in pic related.

I should add that because cels exist in an animation folder and are independent of the timeline, you can delete cels from the timeline without worry - they will still be there in the animation folder and you can assign them to a point on the timeline later on. Just because you have an animation folder full of cels doesn't mean you have to display each one.

what i mean by copying and pasting was i wanted to try and copy and paste my first keyframe to a later one (testing out the features) but now that i think of it even on a regular illustration file when I copy and paste it doesn't paste to the newly created layer I'm on but instead creates its own layer. So I guess if I want a previous drawing on a new cel I'd have to specify cels then? Also is there a way to animate on 4's? That's what I mean by expanding the current cel. Everytime I select New Cel it gives me one cel timed on 3's. If I select the end of the cel and click new animation cel I can put the previously made cel on 2's if that makes any sense.

Everything but the fall was fine. The fall is totally unrealistic, the character drops like a balloon instead of something that has mass and is bottom heavy. It also stops short adding to the balloon look. It needs to have a slightly long arc and faster fall.
