Why does it look like some manga backgrounds are just photos with a filter. Is that literally what they are?

How can I get a similar effect to this from a photo. It would save me a ton of time.

I get what you mean, in an action scene like that in the clouds it looks better to draw it all. but for scenes set in a real world city whats the point spending weeks drawing every building when the end result is going to look almost the same

Yes, or sometimes they are traced photographs.

Some combination of edge detection/highpass filter and blocking in shadows with grays and blacks, is the guess I'd hazard.

inio asano, the artist of that image, goes around places outside his studio and take pictures. He takes those pictures and edits in his characters for faster output.

he makes most of his 3d models from scratch, he barely uses stock ones. and after that he has to arrange them to create a scene that he screenshots and draws over. this is way more work than just taking a picture and editing it.
just look up inio asano unreal engine and you'll see. he's either really autistic or really dumb
