Somewhat pre beg here, been practicing the fundamentals for a fair bit and somewhat understand them but my by biggest issue is what believe is referred to as "line control". I can free hand random curves, lines, and ellipses but trying to place them accurately to make for example the petals of a flower I end up with several petals that are way too different from each other like length and width wise. Any advice or does come down to drawing 1000 circles like the memes say?

Sketch until you get the correct shape.
Use an eraser.
Then ink the final sketch.
In Scott Robertson's How to Draw he suggested drawing a few dots, and try to draw a smooth curve that passes through all the dots. pic unrelated

I plot down the top and bottom line and a rough gesture to capture the reference. Then I Blob over the gesture on a new layer to get the shilouette, if the shilouette is right everything should fit inside or at least that's my logic. Then I swap to a hard round brush and draw/erease to and from the blob trying to mold the shapes the body would create into place. I made a copy of my blob to help visualize it how it looks before and after.
After that I refine the lineart by drawing over some of the lines that aren't fully opague and check in detail where i have to push the line in/out to create a better shape from line placement/thickness, I didn't do this here fully, because it's the part that takes most of the time.

It's harder to understand what you're doing when your lines are thick and messy, specially if you're just starting. I'm usually against the whole "get the best materials and you'll draw better lol" but any trad artist should have a good pencil or two. I'm not gonna tell you to draw more boxes and do more studies, you've probably heard that a thousand times in here.

I mean, isn't that kind of answering your own question? You said it yourself, you need a developed sense of form, so develop it. It just takes time and practice.
I really don't mean to pick on you, and if it came/comes across that way, I apologize.
It's just that I really don't think there's some big secret that will automatically make you able to draw like that other anon. Obviously, what you(?) linked before -a general process to lay out guidelines- is helpful, but it's just a tool to help you learn faster.
As an example, picrel has been my progression since I started again. My "then" also looks pretty flat and disproportionate. Obviously, my "now" is still not amazing either, but it's better. And my process hasn't really changed.

Just dosed 300mg DXM Hbr to get my mind into that low, first plateau, "free play"learning mode. feels good mane. I am rewatching Vilppu's head videos and wow, a lot of stuff I'd forgotten.

Side note, I don't know if anyone else struggles with looking at digital, or feel like your digital lineart doesn't come through like your traditional: Try inverting the colors on your monitor + grayscaling it and drawing in "chalkboard mode" where your white is basically black, because you know once you finish you just re invert the colors on your display and viola, you were drawing in the correct normal way all this time!
This really only works for lineart though, if you try to do it with colors inverted you'll go a little crazy i find.

All you need is observational skills. If you know how to copy you can draw everything with enough resources.
If you get into the mindset of grinding your fundies you're on the way to self destruct. In the worst case it's like trying to become a fighter by doing martial arts katas only.
Plan a drawing, identify what you have issues with and then isolate those parts as studies and immediately try to apply it to your project.
Use all the tools that aren't outright tracing to achieve it. Use as much reference as you can possibly get unless you absolutely don't need it. Don't expect it to be a fast process especially when you lack skills.
I'm gonna repeat you will have to understand and have experience with observational techniques. If there's a single fundie you should do it's bargue.

There's many ways to start but you can simplify things with an envelope. Remove the negative space. Much easier to measure. Once you have it measured you can go loose and fill in forms without having to worry about proportions too much anymore.

They are both caused by lighting, so they are related and coincide with each other. When forms overlap and create a crevice, no light can get into the crevice so there will always be a line there, no matter the lighting situation. If the light moved, the lineart for the shadows would change but the crevices wouldn't. Some lineart styles choose not to change the lineart when the lighting changes but will still have the lines or implied lines for the crevices. Where an object meets the ground plane is a very common situation where you can put a line for the crevice, instantly grounds the object to the surface it's on.

This is why drawing from memory exercise is important. Check the reference, close it, draw from memory.
It trains you to draw from the picture in your head.

also it is better to consider 'bounced light' as roughly localised lightmap instead if taking it literally
and rim light iirc comes from the fresnel term and sometimes can be extremely inaccurate depending on the material

A lot of the terms get conflated because 3D engines/shaders had to use simplified/combined versions. Pretty sure rim lighting was a photography term first. Rim lighting is from an extra light on the rim of the object. Fresnel is from the Fresnel Effect which is about how light reflects off surfaces at certain angles. So it depends on what the material is made from and where you view it from. Sometimes these were combined into one shader, and one term was used for both.

You really picked a tedious task. There's no fast way to do it unless you abstract the whole city into splotches of light and shadow.
For accuracy you shouldn't do building by building, but section part of your painting off and then keep subdividing it. If you guess the proportions of every single building and join them together errors will compound.
