Yes, and the main reason is eco-stinginess. It's the same reason the dishwasher in the work kitchen is always run on eco setting even when the plates are caked in dry food, why lights at work have a pathetically short timer before they automatically shut off, even though they use efficient bulbs so we're saving a few cents per day for this inconvenience. Funnily enough, if these were deaths from cold weather, nobody would think twice about installing better heating systems. AC is just considered a decadent luxury even when it could literally be saving lives.

Posted a thread about this some time ago, my work has to do with HVAC research and we shared this article. Air conditioning is the only countermeasure to prevent overheating deaths, yet this is still somehow a subject of debate in Europe.
