It's the same reason the dishwasher in the work kitchen is always run on eco setting even when the plates are caked in dry food, why lights at work have a pathetically short timer before they automatically shut off, even though they use efficient bulbs so we're saving a few cents per day for this inconvenience. Funnily enough, if these were deaths from cold weather, nobody would think twice about installing better heating systems. AC is just considered a decadent luxury even when it could literally be saving lives.
