Probably see more vehicle attacks like the truck of peace. Bombs are already more destructive than guns and you can make good enough™ ones with some pistol powder, cannon fuse, nails, and a trip to Ferguson but shooting a bunch of people with a gun looks sexier. In a reality where guns are flat out unavailable, it'd be easier to make explosives or firebombs than effective guns, so they'd default to that. These people are motivated enough to go out and kill others, but not motivated enough to put the most amount of effort into it.
