Probably too much work if we're talking from scratch. Guns are a go to for mass shooters now just because it's the most convenient method. In a reality where guns are flat out unavailable, it'd be easier to make explosives or firebombs than effective guns, so they'd default to that. These people are motivated enough to go out and kill others, but not motivated enough to put the most amount of effort into it.

We can already fashion barrels for smaller calibers out of steel pipe from the hardware store and rifle them with ecm; it's fairly well documented at this point. It's just a humongous pain in the dick which is why not many people do it. Desktop CNC is getting to the point where you can somewhat affordably machine your own steel or aluminum parts. I'd be more worried about the supply of powder and primers.

People in America can just buy barrels cheaply and easily. It's more effort to ecm a barrel certainly, but rifling isn't mandatory, and everywhere someone would have to make their own barrel it is illegal to do so, so you aren't going to hear as much about them.
