Complexes of commieblocks are designed so that outer rows of apartments shield inner structures that can serve as shelters.
Underground carparks and lockups serve as bunkers (metro stations too).

This came out of soviet paranoia about nuclear war and it serves roughly the same purpose today.
Look at picrel, tall rows of apartment buildings at the outside of the complex, sheltering lower structures inside the complex. The apartment buildings catch incoming ordinance and the schools and such inside are protected.
Same deal with blast waves too.

And then switch to a surplus budget, e.g. $100B -> $150B -> $200B -> $250B and keep it around that for at least a decade (ideally two).
