Nah, they put it out due to label pressure: quick we gotta keep that momentum once you hit major stardom, just put something out.
So they kludged together some older outtakes that didn't make it on Bleach or Nvrmnd. Plus a few covers including their own Polly.
So it was kinda half-assed but it was ok because the songs were good.
It's just that you can tell it's not really an album, it doesn't have a common style, the songs are from different eras
