yes. when injection molding you need a place for air to vent, so there are a bunch of tiny holes all over the mold. those holes get filled with rubber which are the little nubs

I don't know, quite a few years I guess... until last year when I popped one and got 2 new tyres for the back, then last week the front tyre popped so I got 2 new ones for the front, now it's all good... except for the engine and oil pressure which is absolutely ruining my car for me, but repairing it would be quite expensive, so I'm stuck with it for now at least.
