this doesn't sound like a real problem. the government issues money. there are clearly many places in the country with charging stations (they install them in most shopping center parking lots or at larger gas stations around here). so if the technical ability to do it exists, and it does, just create the money to direct that technical ability where it is needed.

It does a few hundred miles on electric if you charge at home which will be 99.9% of it's mileage.
